To use it, exit the Acer Program room via the passage to your right, and you'll find yourself in a room with a glowing platform. Interact with this platform to access the character selection menu and choose your new fighter.

For subsequent characters, you'll need additional Prototype Analyzers. Simply return to the room with the glowing platform and interact with it once more to unlock another character. Keep in mind that DLC characters, such as Rachel and Hazama (available as of March 2025), are unlocked automatically upon purchasing and installing their respective character packs.
