To check CODE upgrade requirements, interact with your Accessory in your cell and select "Check CODE Upgrade Conditions." This typically involves reducing your prison sentence to a specific year milestone and unlocking certain Entitlements. Regularly check this menu before spending Entitlement Points to avoid needing to donate resources later. Donating high-end resources and weapons provides substantial Entitlement Points.
